I think you're kind of boned without the flash here. Without flash, you need a long exposure. The cat would be likely to move during that time, plus the natural shaking of your hand would blur it.
Nighttime/low-light photography is hard! Just keep playing with settings and see what works!
It was around dusk, so not actually as dark as it looks in the second photo. Later I changed some setting... actually, I think I just flipped the camera from Manual to P, and then all of a sudden I had light again.
Like a newbie, I completely forgot about ISO last night. :)
